Brattle Report: Enabling Cost-Effective Energy Efficiency in the Midcontinent ISO Resource Adequacy Construct focuses on maximizing the benefits of energy efficiency resources (“EERs”) in the Midcontinent ISO (“MISO”) capacity market, where the RTO’s resource adequacy construct is being reviewed and updated considering a changing resource mix and system needs. The Brattle Group recommends continuing to allow EERs to participate in the market as a supply-side capacity resource and also recommends continuing to rely on gross accounting rather than switching to net accounting for measurement & verification of EERs in MISO’s wholesale capacity markets. That approach is preferable because what matters is real and verified energy efficiency contributions to resource adequacy—which is exactly what gross accounting measures.
